The US Army Corps of Engineers (USACE) Europe District supports United States government programs and policies overseas. Their mission is to provide quality, responsive, cost-effective engineering support to the Army, Air Force and friendly foreign defense agencies within the U.S. European Command area of responsibility. Under Department of Defense auspices, the work is carried out in Western, Central and Eastern Europe, Israel, and parts of Africa. The USACE Europe District is part of the U.S. Army Corps of Engineers, one of the world's largest public engineering, design and construction management agencies.

Timeline 15 months from Notice to Proceed (NTP) date received on 12th July 2004. All projects are currently under construction and will be completed by 15th October 2005.
Scope of Services Firm Fixed Price (FFP) Contract for Design/Construction of military facilities at various locations in Israel for a group of projects called SOOFA2. The proposed facilities construction is administered under Foreign Military Sales (FMS) and United States procurement laws and regulations.
The Project The overall project is composed of 17 sub-projects in eight different locations in Israel.
